Technical Services Manager – Barbican Renewal Project
Role Summary
To provide technical support to the Preconstruction and Operations teams to produce technical tender detail and be responsible for the development, review, control and management of day-to-day Engineering Services. The role will include responsibility of design activities, ensuring close liaison with all stakeholders during the pre-construction – Bid management/ tenders, construction & commissioning phases of a project.
This role will cross both Pre and Post award of contract with a design and technical advisory role. The role will sit within preconstruction from a functional point of view, picking up schemes at tender and providing a technical overview to enable decisions to be made that can increase margin outputs long term. The technical detail required for our submissions has become more extensive recently and the need for support within the Preconstruction team has arisen.
What you will be doing
- Production of technical answers for Tilbury Douglas Engineering Services tender proposals – Prepare and assist with the technical answers required for our submissions.
- Design Gap filling & Production of Contractors Proposals - Assist with commercial submissions and liaise with Engineering core functions i.e. Estimating, Bid Management & Design.
- Value Engineering Reviews - Review proposed design solutions from a technical and Value Engineering perspective, provide input and liaise with Engineering Teams.
- Integral part of the bid process where required – Potential to aid the leading of bids for TDE both internally and externally.
- Meeting Attendance(s) – Co-ordinate, Manage and support all internal Design related meetings in support of the Project managers, including the production of meeting minutes. Attend and participate in all other meetings which require a design input.
- Interviews / presentations – Attend meetings and contribute with associated design input, to represent the Engineering Team and appointed design partner.
- Planning / Programming - Attend the required project design / development meetings when required and take an active & positive role in offering programme, commercial and technical solutions, to suit the required timescales.
- Buildability Reviews - Review proposed design solutions from a technical and build ability perspective, provide input and liaise with Engineering Teams.
- Identify Risks / Management - Develop and control Engineering Services Project Risk Register, inputting associated project design risks, in conjunction with the estimating department, commercial and a senior manager prior to final submission.
- Integration of Supply Chain - Liaise with the Engineering Regional Management & Procurement Managers and ensure that proposed suppliers or Supply chain offerings are commercially appropriate, are suitable & reliable for delivery, and meet all expectations of Engineering Services enquiry documents incl. SC1, Health & Safety Questionnaires, hold relevant CSCS industry cards etc and that this aligns with the Design solution.
- Design Scope Setting – Assist in the development of the Design’s duties / scope.
- Design Monitoring / Reporting – Develop deliverable programmes & monitor performance of our design partners to ensure deliverables are provided to suit the agreed timescales.
- Designer Commercial Control - Understand & challenge designs, to ensure that suitable and commercially advantaged schemes are delivered by our appointed design partners i.e. Design to Cost and meet affordability levels. Provide regular and accurate design status reports, including associated variations and assessments of progress against programme.
- Co-ordinate design and associated activities - Be responsible for overall co-ordination of construction related MEP design activities, including the incorporation of supply chain and third-party input, together with amendments because of Client Team comments / review process.
- KPI’s / Performance Reviews - Take the lead role in co-ordinating and managing the design overview or Peer Reviews, along with monitoring and recording of the Appointed Designer performance.
- Relationship Management - Manage Client relationships and act as the single point of contact on behalf of Engineering Services where required to do so, liaison with and support of Engineering Services Pre-construction Design Managers. Develop effective and positive communication with all stakeholders.
- Resolve Technical Queries and provide alternative design solutions - Provide technical guidance, advice & support as required to internal and external stakeholders during the detailed design stage or during the Construction Phase when the MEP Designer is no longer involved.
- Commissioning Input - Review proposed design solutions from a commissionability perspective, provide input and liaise with our Engineering Teams.
- Systems & Procedures - Effectively undertake Project and team activities in line with Company Policy, including commercial, managerial and technical design aspects. Electronically file all incoming and outgoing design information and communications in the respective appointed server file as agreed with the appropriate Regional Manager.
What we will need from you
- Experience of working for an MEP Engineering company both preconstruction and delivery is desirable.
- Experience writing technical answers for MEP bids
- Recognised Building Industry Accreditation & have a good knowledge of Industry Legislation
- IT skills to an advanced level, including BIM experience and associated design packages
- Strong MEP technical design solutions & engineering background, with experience of customer management
- Well-developed design management, bid, commercial and project management skills
- Good understanding and knowledge of design / quality systems and environmental procedures.
- Keen sense of opportunity and the ability to accurately assess ‘Added-Value’ for the customer over Risk.
- Professional, flexible approach to work, clients and colleagues
- Well-developed technical solution led communication and presentation skills
- Ability to work well under pressure / multi-task / effective at managing own time & establishing priorities
